The unanimous Declaration of these Individual Citizens,

When in the Course of human events, it becomes necessary for people to dissolve the political and economic bands which have connected them to a technology that is destructive to the health and wellbeing of all the earth, and to replace that technology with another which more appropriately serves all people and guarantees their sustainability into the future, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that the earth is endowed by its Creator with certain renewable energy resources, that among these are the wind, sunshine and growing plants. --That to utilize these resources, Governments must institute certain policies, deriving their just powers from the consent of the governed, --That whenever any Energy Policy becomes destructive to our economy, environment and national security, it is the Right of the People to alter or to abolish it, and to institute a new policy, utilizing renewable energy sources as to them shall seem most likely to effect their Safety and Happiness.

The history of the present Administration (George II) is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute dependence of these States on fossil fuels. To prove this, let Facts be submitted to a candid world.

He has refused to support a renewable energy standard for this nation, although he supported one for his home state of Texas when he was Governor. Texas now leads the nation in income from Renewable Energy.

He plans to build One thousand and Three hundred new power plants, increasing our dependence on fossil fuels, refusing to implement incentives for efficiency which would have a long-term positive impact both economically and environmentally.

He supports huge taxpayer subsidies to revitalize the failed nuclear industry, despite the risks from terrorist attack and yet to be solved problems of waste storage.

He refuses to raise standards for fuel efficiency in vehicles, leaving Americans at a disadvantage both at the pump and in the world market.

He ignores the property rights of farmers and ranchers by providing incentives for destructive drilling practices that threaten thousands of acres of land and scarce water resources.

He puts consumers at risk from electricity markets. Power companies will be allowed to set up multiple subsidiaries and blur their financial reports, leading to market manipulation similar to that seen during the California energy crisis.

In every stage of the planning of these policies We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by Repeated Ignorance. A President whose character is thus marked by every act which may define a Tyrant, is unfit to be the ruler of a free people.

We, therefore, these individual Citizens, in General Congress, Assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the Name, solemnly publish and declare, That these Citizens demand to be Free and Independent of fossil fuels; that they are Absolved from all Allegiance to the current administrations policies of corporate greed, and that all political connection between them and the administration ought to be totally dissolved; and that as Free and Independent Citizens of this great land, they have the duty and responsibility to free this great nation from the dangerous and short-sighted policies, and to establish a new national policy which will allow us to reap the benefits of clean, safe, renewable energy production. And for the support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other our Devotion to a Freer Country and a Safer, Cleaner Planet.
